Профессор Эмануил Том родился в 1941 году в Амстердаме (Нидерланды) во время немецкой оккупации, здесь же окончил классическую гимназию в 1959 году. В 1961 году Тов эмигрировал в Израиль, где начал свои академические исследования в еврейском университете Иерусалима. В этом университете он получает степень бакалавра по изучению Библии и греческой литературы в 1964 году, а через три года степень магистра по изучению Библии (1967 г.). Впоследствии Э. Тов продолжает свои исследования на факультете Ближневосточных языков и литературы в университете Гарварда (1967-1969гг.). С 1969 Э. Тов преподает на библейском факультете еврейского университета, сначала в качестве преподавателя (1969-1974), а впоследствии старшего преподавателя (1974-1980). А в 1973 году Э. Тов защитил степень доктора философии по теме «The Septuagint Translation of Jeremiah and Baruch». С 1986 года Э. Тов становится профессором библейского факультета университета Иерусалима. А с 1990 года проф. Тов стал возглавлять кафедру библеистики.
Кроме преподавания в университете Иерусалима, проф. Тов неоднократно выезжал в разные страны со своими лекциями по библеистики. Так он читал лекции в университетах: Гарварда, Оксфорда, Грегорианский (Рим), Пенсильвании, Упсалы, Dropsie (Филадельфия), Stellenbosch (Южная Африка), Macquarie (Сидней, Австралия).
Проф. Тов специализируется в текстовой критики Священного Писания на еврейском и греческом языках, а также на изучении свитков Кумрана. Проф. Э. Тов написал одиннадцать книг и подготовил более 170 исследований как текстов Кумрана, так и текстов еврейских и греческих Библий, а также и других библейских работ. Среди его главных работ надо назвать - Текстология Ветхого Завета, которая первоначальна была издана на иврите (1989г.), затем была переведена на многие иностранные языки, в том числе был сделан и русский перевод в 2001 году. Эта книга была признана лучшей в 1992 году Библейским Археологическим обществом Вашингтона.
С 1991 года проф. Э. Тов становится редактором проекта публикаций свитков Мертвого моря. Под его руководством в период с 1992 по 2003 год, было выпущено тридцать томов публикаций исследований.
С 2006 года проф. Э. Тов является членом Британской Академии Наук.
